Let us halt briefly with the analysis of Lok Satta guarantees; we will use this blog to discuss the list of LOKSABHA candidates that the party is fielding in the 2009 elections. Below is the table listing all the LS constituencies in AP and the first list of candidates fielded.

Few questions we have for Dr. J.P:

- One question that has been lingering about the party is "why has it become "EKSATTA"?", why are the other leaders of the party not coming to light.

- Why can't the Lok Satta party website provide a brief bio-data pertaining to the candidates that are being fielded in both State/LS elections? To learn more about their representatives before casting the vote.

- What are the criteria followed by the party to chose the candidates?

- There was a special news article in the website about the party fielding "VIGNAN RATTAIAH" in Malkajgiri, WHY?
Why weren't the other candidates advertised in the same way?
Not much good news associating Rattaiah's name has been floated around in the past,
Why was he selected to contest for the party then?
Did the party review all his credentials and deemed him as a candidate responsible enough to run for MP?

We certainly would want to hear what Dr.J.P. has to say on this matter. The party has never received any open support from Rattaiah prior to this.


But still the major reason we got attracted towards Lok Satta is because of the policies of Dr.J.P. and we will continue to extend our whole-hearted support and keep our trust in him.

Lok Satta Guarantees - Part 1

Starting today, we will begin to analyze the 50 guarantees of Lok Satta.

The goal of Lok Satta is to create new politics for a new generation of Indians. They are going by the motto of placing "people above party".

The party is trying to create awareness amongst people enabling them to think and look beyond the current trend of vote-gathering techniques that all the traditional parties have employed since many years. People need to start recognizing the fact that all these years they have been allured with short-term freebies and have been taken advantage of by the corrupt netas.

How is the Lok Satta party planning on changing this culture?

§ By adopting and practicing internal democracy.
§ Transparent resource mobilization and utilization.
§ National public policies and democratic methods of mobilizing public opinion.
§ Enhancing the liberty of all sections.


Guarantees:

1. Elected District Governments

- Lok Satta government will guarantee the establishment of a directly elected District Government for each district of the State.
- Each district will have a directly elected premier who will Head a Cabinet of District Ministers to administer the district.
- District Collector will act as the Chief Secretary to the District Government.
- District Ministers will be incharges of various portfolios such as school education, health care, agriculture, animal husbandry, basic amenities in villages and cities, employment generation, social security for poor, civil supplies, social welfare, and other local issues. Necessary funds will be devolved to local governments.

2. Empowered Local Governments

- Lok Satta Government will guarantee the empowerment of district governments, panchayats and municipalities with full decision making and implementation powers on subjects that fall within their purview.
- Laws will be suitably enacted/amended to empower district governments, panchayats and municipalities.
- Local governments will be responsible for providing safe drinking water, sanitation, drainage, roads, housing, implementation of various programmes, issuance of certificates and other basic amenities. Necessary funds will be devolved to local governments.

3. Substantial Funds for District Governments

- Lok Satta Government will guarantee that 50 % of the State’s annual planned budget will be transferred to district governments.
- All the funds pertaining to various sectors that are being governed by the district government will be transferred to district government.
- In addition to the existing funds, every panchayat, town and city in the District will get Rs 1000 percapita every year for developmental activities. For a population of 1000, a panchayat will receive Rs.10 lakhs of additional funding. A panchayat with 10,000 population will receive Rs. 1 crore of additional funding. Similarly, for a population of 1 lakh, the panchayat will receive Rs. 10 crore as additional funding.

4. Public Participation in Governance

- Lok Satta government will guarantee that people will be direct participants in the functioning of the local governments.
- Committees comprised of elected stakeholders, local government representatives, and experts will manage education, healthcare, civil supplies, irrigation, and market services at the local level.
- Ward committees in all municipalities and corporations comprised of members from each polling station will be instituted.
- Heads of all the panchayats, municipalities, corporations and district governments will be directly elected by the people.
- All government orders, instructions and files will also be maintained in Telugu.

The above guarantees of Lok Satta have been formulated with the intention of creating a decentralized Government structure in the state.

What criteria will the Lok Satta party follow towards achieving this?

Will that be with Internal Democracy? Will elections be conducted within the party to elect the premier and the cabinet?

Will the premier be one from the MLA's elected from the respective district? If so, who will the cabinet comprise of then?

Are the representatives (Other MLAs and members of the party) willing to accept the elected premier and cabinet? How does the party intend to avoid formation of groups?

Who will the district government be answerable to? Will it be the CM or does it have to justify to the entire cabinet of ministers (of state)?

Will the district premier have the authority to approve funds without consulkting the CM? If so, will he be held accountable for the progress of the respective action?

How does the party intend on tracking the devolved funds (to local governments)?

How often will the CM track progress of the districts?

Is there intent to replace/discipline the local governments based upon on the progress cards?

And many more questions continue to arise in our minds; we supposedly believe that the party might certainly have analyzed all the possible scenarios.

It is about time people started paying a little more attention towards this party. They really have a way of propagating their activites.

Is there a real need for more reservations?

This leads to the discussion of why the poor from all sections, irrespective of Religion, Caste, Creed, Race... can't reap benefits (of reservations); like in the following proposal (their Manifesto) from Lok Satta:

Ten Percent Bonus Marks for Students from Rural Areas and Poorer Sections
Poor to Compete on Level Playing Field with Rich Students

· Irrespective of caste and religion, all children and youth from poor families willbe given 10% bonus marks at the time of entrance examinations, higher educationand employment.

· Special efforts to ensure that benefits of reservations are reaped by the poor of allcastes.

· This means that students belonging to poorer sections and rural areas 60 markswill be added as bonus marks for 600 marks. This policy will allow poor studentsto compete on equal terms with students from wealthy families.

1. ఈ వేల మూడు కుటుంబాలు, వాటికొసం రాజకీయం అయిపొయింది. కాంగ్రెస్ కావచ్చు, తెలుగు దెశం కావచ్చు, ప్రజ రాజ్యం కావచ్చు. కులాల పేర్లు పెట్టొ మరో పేరు పెట్టొ ఇది కేవలం మూడు కుటుంబాల భవిష్యత్తు కొసం అయిపొయింది. అందుకనే లొక్ సత్తా ఒక పవర్ ఫుల్ క్యాంపైన్ లాంచి చెసింది - రాష్ట్రాన్ని గెలిపించండి మూడు కుటుంబాలని కాదు అని.ప్రతి కుటుంబం లొను, ప్రతి ఒక్కల్లలొ కుడా ఓ కసి ఉంది దాని గురించి, ఇది నిజం కుడా, జరుగుతొంది నిజం, పూర్తిగా రాజకీయాలని వ్యాపారంగా మార్చేసారు అందరికి తెలుసా సంగతి.

అందరూ వీలు చేసుకొని ఒకసారి మ్యానిఫెస్టొని చదవమని నా విగ్నప్తి. ఇన్‌ట్రోడక్షన్ చాలా బాగా ఇచ్హారు జయప్రకాష్ నారాయన్ గారు.
వారి మ్యానిఫెస్టోలొ కొన్ని ముఖ్యమైనటువంటి పాఇంట్స్:
-- జనాబిప్రాయ సేకరణకి పెద్దపీట వెస్తున్నామని, వారి అందరి స్వెఛ్హని పెంచే రాజ్యాంగబద్ధ పద్దతులకే పార్టీ కట్టుబడి ఉంటుందని అయన అంటున్నారు.
-- ముఖ్యంగా మనమంతా కుడా వ్యతిరేకించినటువంటి తాత్కాలిక తాయిలాలు*, ఇలాంటివి ప్రకటించి జనాలని తౄప్తి పరచడాన్ని కుడా అయన విమర్శించారు.

-- కుల మతాలకి అతీతంగా నిజమైన సామజిక న్యాయాన్ని సాధించడం, అవినీతిని అంతమొందిచడం తమ పార్టీ ముఖ్య లక్ష్యాలని అయన పేర్కొన్నారు. ఈ లక్ష్యాలని నెరవేర్చటం కొసం నిర్ధిష్టమైన పధకాలని, కార్యక్రమాలని రూపొందించి వారు బహిరంగ చర్చ ద్వారా జనాభిప్రాయాన్ని కూడగడతామని వారు పేర్కొన్నారు. ఇది చాలా అనందదాయకమైన విషయం.
-- ప్రజలు ప్రభుత్వం మీద అధారపడే దీనస్తితిని మార్చి ఆ ప్రజలని భాగస్వాములుగా చెసుకొని వారి అత్మగౌరవాన్ని, హుందాతనాన్ని ఎదిగే అవకాశాన్ని అందిస్తామని వారి లక్ష్యంగా పేర్కున్నారు.
